North Sprawl
Laughing Seeq: Word on the street is Vayne’s gone back to Archadia. Word has a way of travelin’ fast, but then, words ain’t nothin’ but wind. 

Balzac: Sorry, but I can’t let you back inside. Outsiders such as yourselves would only be in the way.
Rabanastran (blue seeq sitting beside child): Them sluice gates down in the Garamsythe Waterway got some special device what controls ‘em. Drain the water off, you can walk the waterway into deep places you couldn’t reach otherwise. Couldn’t figure out how to work it all, m’self.
Dalmascan Patriot: The village in the Estersand is one of the few places we can go to escape the burdens of the city. I find the peace and quiet refreshing.
Cynical Boy: Plenty of people out there are happy, so long as there isn’t a war. Well, if this is peace, I don’t see what’s so great about it.
Kytes: Hey, Vaan. Haven’t seen you around much lately. Workin’ on somethin’ big? Can’t wait to hear more about it! You don’t have to worry about me and the others. I’ll watch after everybody.
Fussbudget: No fair… She said she had a dream she saw Princess Ashe. How come I never have dreams about the Princess?
Rabanastran (sitting next to black bangaa outside Storehouse 5): I hear there’s a stair down to the sewers through Migelo’s storehouse, but you shouldn’t poke around down there. It’s dangerous, boy.
Northon: Watchin’ Filo and her friends play at pirates reminds me of when I was a kid. We’d run around pretendin’ we were real sky pirates – had a secret hideout and everything. Things were so much simpler back then.
Watchful Seeq: I can’t let my eyes off this poor fellow for one minute. Little while ago he got himself all worked up over his son, went runnin’ off into a wall.
Impoverished Man: Everything I owned was confiscated after the war. Now I’m forced to live out my miserable days here. Suffering here because of the Empire, I feel I’m more of a Dalmascan than I ever was before. Ironic, don’t you think?

Deadbeat: Lowtown… yeah, I like Lowtown. You got your South Sprawl in the… where’s the South Sprawl? Just let me lie here and think…
Angry Woman: Don’t you find it strange that the Empire lets us lead such normal lives? With the exception of living in this dungeon, of course. Are they waiting to use us in some sinister plot? Are we tools of the Empire? Are we their hostages? Just who do they think they are?
Well-spoken Boy: I’ve heard a rumor that the Imperial fleet was destroyed, but it’s hard to be happy about it. Think of all the poor people who must’ve died.
Vexed Father: I’ve told her a thousand times not to play outside, that it’s dangerous, but she goes anyway… To be honest, some of the places she’s been, I’m a little surprised. She made it to the Salikawood the other day. Said there were moogles there. Heh.
Furious Bangaa: Grrah! That son of a cockatrice! Who!? Vayne, that’s who! Know of anyone else gone runnin’ back to Archades with his tail between his legs? You know why he’s left, don’t you? Too scared to stay and face us, that’s why! Well, what can you expect from these Imperial pretty boys.

Bucco: Hey, Vaan? I heard… I heard Penelo was kidnapped. It’s not true… is it?
Migelo’s Sundries
Kytes: Migelo’s finally back, but Penelo still hasn’t shown up. I hope everything’s okay.
Rabanastran (man chatting with bangaa): Migelo’s here all right, but is it me, or does he seem a little tired today?
Rabanastran (woman in pink headscarf): Migelo showed up, but he paid hardly any attention to my questions. I wonder what’s on his mind.
Migelo: What a terrible thing to have happened! You’ve got to see that Penelo gets back home safely, Vaan!
Southern Plaza
Rabanastran (boy in blue and green on south side of fountain): Oh, Vaan! I heard all about Penelo bein’ kidnapped. You’re gonna go rescue her, right? I know there’s nothin’ I can do to help her, but I’m sure you can do it, Vaan. I just know it!
Rabanastran (boy in blue near westgate): Hey, I just heard that Penelo was kidnapped… I sure hope it’s some kinda joke. But what if it’s not? The other day she seemed really down, and now this… I’m worried.
Lowtown

Rabanastran (boy at right): Friend of mine ran into a viera out in front of the Sandsea. I dunno what exactly happened, but he sure thinks it’s a big deal.
Rabanastran (woman at left): A sword of the Order of the Knights of Dalmasca… Why give this to you now, of all times?

Dalan: I was just about to look into this Penelo business, and – what? Kidnapped!? So you’re off to the Lhusu Mines with this sky pirate then, are you? Why, that’s in Bhujerba… Can he even be trusted? No time to worry over that now… Listen to me, Vaan. You must hurry to Penelo. And be careful. Careful for both your sakes.

[If you talked to Dalan before going to Migelo’s previously...]

Migelo's Sundries

Kytes: Vaan, is it really you? I heard you got took off to Nalbina!
Vaan: The Imperials’ll need more than a dungeon to stop me.
Kytes: You broke out of a dungeon? Whoa!
Vaan: Hey, try and keep it down, wouldya? Penelo isn’t around, is she? Out on a delivery, maybe?
Kytes: Nope, haven’t seen her all day. Not like her to up and skip out on work like that. Migelo’s not here either. He went running off somewhere a little while ago.
Vaan: So much for my big welcome. Guess everybody’s busy.
Kytes: I got my hands full watching the shop… and Old Dalan had something for me to do, but I can’t get away.
Vaan: Old Dalan, huh? Tell you what. I’ll go see him for you.
Kytes: Really?
Vaan: Well, nothing better to do.
[If you went to see Old Dalan first, this cutscene won’t occur and this will be the dialogue instead.]

Kytes: Hey, Vaan! I sure am glad you made it back safe! Hmm, a way into the palace? Old Dalan’s your best bet for that sorta stuff. Wish I had more time to talk, but Migelo and Penelo haven’t shown up yet, and I’ve got my hands full.

Rabanastran (orange seeq): Hrmph. Will we never be rid of these Imperials? They’ve been on their best behavior, but an Imperial is still an Imperial. The thought of living out my days under Imperial rule is… an unpleasant one.
Rabanastran (man speaking with bangaa): I haven’t seen Migelo all day. I can usually count on finding him up to his elbows in something or other at the back of the store, but not this time.
Kytes (x2) (if you didn’t go see Old Dalan yet): Thanks for going to see Old Dalan for me. I’m so busy here, I’d never have had time to make it down to Lowtown. I sure hope Migelo shows up soon…
Shop Clerk: That’s quite a stone you’ve got there. If Migelo were here, I’m sure he’d want to take a look, but he hasn’t been in today. Ah, but I don’t suppose you came here for small talk, did you. [shop menu]
Rabanastran (woman in pink top and headscarf): Wouldn’t you know it, the one day I have questions about something I’m looking to buy, Migelo isn’t here. I’ll just have to make do.
Rabanastran (woman in pink and tan pacing at side of shop): The war has really driven up prices. I think it’s made me a bit of a pinchpenny, but let’s call it “responsibly price-conscious,” shall we?

South Sprawl

Layabout: Filo’s always fussin’ at me to be more like Kytes… Hmph. I say everybody oughta be himself.

Fidget: Kytes loves helpin’ ya out, Vaan. It’s like the closer you are to a sky pirate, the closer he feels to being one too… or something.

Filo: Arr, Vaan! That door what Kytes could never open? He finally figured it out! He come lookin’ for ya to let ya know, but since he couldn’t find ya, he went back up to the storehouse to wait for ya there.

North Sprawl

Fussbudget: Hey, Kytes finally got that other door in the storehouse open. I think he’s waitin’ inside for ya, Vaan.

[When you open the door to Storehouse 5 you see…]

Kytes: Hey, Vaan! I finally worked out how to get the door on the left side open! I hope there’s somethin’ in there besides rats… I wanted you to go in first, so I waited for you to come before openin’ it. Well, that’s one of the reasons I waited… Thing is, I’m gonna need some special tools to open the door… Gonna need you to go fetch ‘em for me. I know, I know. Not the most exciting thing to do, is it? Heh, heh. I’m just messin’ with ya. I’ve got everything I need ready to go! Hang on while I open it…
(Fade to black.) 
Hmm, let’s see… Yeah, that should do it… Huh? 
Ungh. Urgh. Angh! Hrooph! 
(Fade back in on the same scene.) 
It’s open! Now we’ve got a whole ‘nother place to explore! Oh, and I almost forgot. Take these with ya before you go. No tellin’ what’s down there… might come in handy.

Kytes (x2): Don’t know what kind of monsters are down there, but nothin’ you can’t handle, I bet. Let me know what ya find!

North Sprawl

Filo (with Layabout and Fidget): Arr, Vaan! Did ya go see the parade? Me? Are you kidding? Won’t ever become a sky pirate watchin’ parades. Gotta keep trainin’!
Today we’re trainin’ to hunt treasure! I’m gonna hide, and you have to find me. I’ll be somewhere down in the South Sprawl. Hop to it, mateys! Last one to find me’s a buckethead!
Deadbeat: Lowtown… yeah, I like Lowtown. You got your North Sprawl in the north, and… what was down south? Oh, right, the South Sprawl. That Old Dalan down there is somethin’ else. Get him talkin’, there’s no tellin’ when he’ll stop.

Private Residence: The door is tightly shut.

Rabanastran (woman near private residence): See that house on the corner? Well… it’s empty now. You see, the man who’d been living there recently passed away. He had fled from Nabudis during the war, the poor dear. If I’m not mistaken, that seeq laughing in the shop just across the way was his landlord.

Demented Merchant: You’ve come to make a purchase… yes? Oh, my apologies. My store has no ware fit for children, I’m afraid.

Impoverished Man: Back before the war, I led a fine life up in the city. But I refused to bow my head to the Imperials, so they took everything I had and forced me to live here in Lowtown.

Caring Woman/Milha: My husband died protecting me and my son during the war. I’m only glad that I survived. Not for myself, but for our child. No one should have to grow up alone in a world like this.

Rabanastran (man sitting against wall across from Milha): Migelo keeps all the provisions for his shop over there in Storehouse 5. You shouldn’t be pokin’ around in there. It’s locked for a reason, y’know.

Fussbudget: No fair! No fair doesn’t even – Aww! She got tossed into the air at the parade! I wanna be tossed in the air too!

Storehouse No. 5: The door is locked.

Kytes: Hey, Vaan. You here for some more rat hunting? The door’s open and ready to go. I still can’t get that door on the left open, though. Old Dalan said it led someplace really important… can’t wait to see what’s inside!
Yeah, open it up.
No, not right now.
>If you say so.
Kytes (x2): Hey, Vaan. You need inside again?
Yeah, open it up.

Traveling Merchant: Business’s been mighty slow. Help me out and buy somethin’, would ya? [shop menu]

Dalmascan Patriot: A new Imperial Consul? What difference does it make? I don’t care if they send the Emperor himself, Rabanastre belongs to Dalmasca.

Cynical Boy: “City’s off limits till further notice!” That’s all they said before lockin’ us down here. No explanation, nothin’. Little while ago I heard it was ‘cause there was a parade for some important person from the Empire. What did they think we’d try to do?

Rabanastran (light blue seeq sitting against wall next to child): Breaks me heart, all these poor orphans. It’s a hard life for them. Try ‘n’ keep it under your hat, but there’s a band o’ folks workin’ to free Dalmasca right here in Lowtown. Still, if it means war, I’ll pass.

Careful Listener: The grown-ups told me all about how come we have to live underground. You wanna hear?
Sure, why not?
>They told me we all used to live above ground. My house was up there, too! But I don’t remember. But then there was that war against the Empire two years ago, and Dalmasca lost. So that made us be under control of the Empire, too. Then when the Imperials come to Rabanastre, they ordered everybody to move down here. The Imperials let us do what we want, I guess, they just won’t let us live where we want. Something about keepin’ their control on us. You wanna hear the rest?
>>Sure, go ahead.
>>>But it’s not totally impossible to live up in the city, even for us Dalmascans. It just takes a whole lotta money. Way more than I got… It’s not all bad in Lowtown, though. At least there aren’t any Imperials down here. Hmm… maybe they stay out just so we’ll think it’s better down here than it is. I mean, if somethin’ happens, it’s a lot easier for them to round us all up if we’re already rounded up. It makes sense, doesn’t it? The grown-ups say I’m just bein’ pair annoyed, whatever that means. Sorry for talkin’ so much. I done listened to everybody to learn all that!
>>No, that’s okay.
[end conversation]
No, thanks.
>Aww, and I done did my best listenin’ ever to find all that out. Oh well, maybe next time.
Rabanastran/Balzac: …

Laughing Seeq: What’s so funny? Oh, I was just thinkin’ back on the Consul’s speech, see. So many sweet words, I’m like to get a toothache. (snort) Hah!

Demented Merchant: Come in! Come in! I’ve many fine blades on display. Forged each and every one m’self! Look them over… but they’re not for sale!

Kindly Girl: The South Sprawl is at the bottom of the map, and the North Sprawl is at the top. That’s how maps always are, y’know.

Watchful Seeq: This poor fellow here lost his son in the war. He’s built up so much hatred over the years, not tellin’ what he might do.

Rabanastran/Northon: The Consul can talk all he wants, he’ll never fool us down in Lowtown. We remember who it was what brought down Dalmasca.

Rabanastran (woman speaking to group): This is an outrage! I thought we’d make it in with time to spare, but they closed the gates before they finished inspecting our things!

Rabanastran (woman in blue, pink, and green): I just don’t see why they won’t let me through. I’m a citizen same as anyone else, aren’t I?

Erstwhile Adventurer: So just as they’re finishin’ their inspection, what do I see but the gates closin’ before ma very eyes! A wee bit dodgy, wouldn’t ye say?

Hapless Merchant: Urgh. They wouldn’t let me through! Nothing to do now but wait until the ceremony’s over.

Kytes: Ah, Vaan! I guess I’m not the only one who got locked out of the city! I told Penelo about the mark you were going after, and I guess I got her worrying. So the two of us headed out here to find you. As soon as I stepped out, the guards closed the gates and things got crazy. I haven’t been able to find her since.



(After talking to Kytes, a cutscene begins. The Imperials at the gate struggle to shout over the disgruntled crowd.)

Imperial: Stand back there. Back!

Imperial 2: This gate’s closed till the ceremony’s over, do you hear?

Vaan: Now what?

(Suddenly, Vaan is forced aside as a pair of highly decorated chocobos is escorted through.)

Imperial: Open the gate! (gate begins opening) All right, out of the way!

Vaan: Wait a second! How come you let these chocobos through the gate and not us?

Imperial: What of it? This here is a pedigreed parader, boy. Costs tens of thousands of gil, this one did. A prettier price than a hundred of you provincials would fetch. Keep your distance! We don’t want the chocobos stinking of peasant.

Vaan: What did you say?

Imperial 2: Step aside! (shoves Vaan out of the way) Right then, move ‘em in!

(Vaan groans; when he looks back, he notices he dropped his Galbana lilies when he was shoved, and the chocobos are now trampling over them.)

Vaan: That does it.

(Just when he's about to lose his temper, a jovial voice drifts in from beyond the gate.)

Migelo: Ho, ho! A fine, fine chocobo you have there. Yes! Tchita Downs stock, if I’m not mistaken. Change the soil, change the chocobo, am I right?

(Migelo comes through the gate, chatting up the Imperial and holding a jar of wine. Unnoticed by the Imperial, Penelo ducks in behind him, taking Vaan by the arm.)

Migelo: Yes, yes. Different soil means different bouquet, too. Take a Dalmascan Barose wine, eh? It may lack the flavor and depth of some of your Archadian wines… but it has a certain strength of character. It’s not bad, really, once you get used to it. Care for some, sirs? There’s more than enough for all to cool their throats, of course.

(The Imperial takes the jar from Migelo haughtily.)

Imperial: (to another Imperial) You, let these carts through and then we close this gate as ordered. (aside) My mail’s choked with this sand.

(Migelo bows, and then turns to Vaan and Penelo.)


Migelo: Don’t give me a scare like that. You’re lucky that ended where it did.

Penelo: Right. Now’s our chance to go through.

(Bells begin to peal from within the city.)

Migelo: Ah, the ceremony’ll be starting soon. I’d best be hurrying.

Penelo: Okay, well – (Vaan suddenly takes off running.) Vaan! Wait! (Penelo starts after him.) What is it? Vaan?

Rabanastran (man in green shorts near Panamis’s): Heading out to the desert? Mind the guards in the Southern Plaza on your way. They’re ill-tempered enough when they’re not busy closing the gates.

Penelo: Did you finish the chores Migelo set you to already?

Migelo: Oh, Kytes is back – he’s been on tenterhooks ever since he walked in the door. Well, so long as he’s not up to any mischief…

Kytes: What’s wrong, Vaan? Aren’t you going to go get that Rogue Tomato? You better hurry up before the ceremony starts. You won’t be able to get back into the city!

The Sandsea

Vaan: There you are, Kytes. Stop loafing around!
Kytes: Look, Vaan, look! This is it! This is why Migelo’s courier didn’t get here on time!

Vaan: “Creature spotted in the Estersand.” What is that thing?

Tomaj: Ah, Vaan. Migelo send you, too, did he? He’s a busy man these days, that Migelo, if I dare say so myself. I don’t envy him the work, though. Not a bit. Quite an affair, throwing a banquet to welcome the Imperials, eh?
Vaan: Welcoming? We should be – ah, whatever. Say, Tomaj, what’s this?

Tomaj: Ah, don’t remind me. Got some nastiness out there in the Estersand what’s stopping our couriers… and that means shortages all around. Thought I’d put up a bill… offer a reward to anyone who can knock that nasty back in its place.

Vaan: Now that’s work. Sounds ten times better than running errands for Migelo.

Kytes: That’s right! Vaan, you should give it a shot!

Vaan: And you should be getting back to Migelo. Now, Kytes. He was waiting for you.

Kytes: Oh! Right, right.



Tomaj: So here’s how it works. People post bills here on the notice board when they have a monster they need taken care of. Headhunters track people, right? Well, hunters track monsters. The monster you’re hunting is called your mark. Here’s the bill I posted for the Rogue Tomato, the mark I’ve petitioned to have hunted. Do you want to hear all the details?
>Yeah, that would help.
Let’s start with accepting hunts. You can’t just take a look at the board, then go running off to hunt the mark. You’ll miss out on the bounty. You gotta talk to the person who posted the bill - the petitioner - first. Let him know you’re going on the hunt. So, take this Rogue Tomato bill, for example. I posted it, so I’m the petitioner. You have to come talk to me. Let’s call that step “done,” okay? Once your agreement’s in place, the petitioner will tell you how to find the mark. Then you hunt it, report back, and claim the bounty. Oh, and I’ll give you something to help keep track of your hunts: a clan primer. Use it to refresh your memory about hunts you’ve accepted.

Hmm, looks like you can’t equip that yet. Know why? You don’t have the license for it. Think of licenses as mile posts, marking your progress as your combat skills improve. Swords, bows, black magicks, white magicks… none of it does you a lick of good until you have the license to use it. Same goes for that armlet. Tomaj, how can I equip this great treasure you’ve bestowed on me, you ask? Easy: learn by doing. Let’s give it a try.

You can acquire a new license anytime you like from the Party Menu. First, decide whose licenses you want to examine. I don’t see anyone else here, so it looks like that means you, Vaan

This is the license board. The license board shows which licenses you already have, as well as some new ones waiting to be obtained. Licenses you’ve acquired are marked with a star.

Looks like right now you can equip Leather Clothing, Leather Caps, and Mythril Swords, and you have the technick to Steal from your foes. Heh, still a little wet behind the ears. We all have to start somewhere, though. The more licenses you have, the more equipment you’ll be able to use, and the more abilities you’ll have to choose from.

But a license alone isn’t enough. Did you notice how Mythril Blade was darkened? That’s because you don’t have one in your inventory. You’ll need to buy magicks from a magick shop, and arms from a smithy before you’ll be able to put those licenses to use. It doesn’t matter which you get first, magicks and equipment, or the license to use them, so long as you have both. You can use any magicks and technicks in your possession as soon as you acquire the necessary license. But you’ll have to equip weapons and armor before they’ll do you any good. Got it?

All right, let’s take a look at that number in the top left. These are your license points. You spend these points to acquire new licenses. You can acquire any license that’s next to one you already have, but only if you have enough license points.

Ah, this should do! Why don’t you try obtaining this license now? Select the license and press X. They you’ll have the Accessories 1 license.

Now you shouldn’t have any trouble equipping that orrachea armlet I gave you. Just don’t forget to equip it, okay? You probably noticed already, but when you obtained that license, several new ones appeared on the board.

You don’t have enough license points to obtain any more now, but take down a few monsters and you’ll have the points before you know it. Don’t be in a hurry to spend all your points, though. Think about which licenses you really need, or you might regret it later. Oh, let me show you one thing while I’m at it. Go ahead and press □.

That list shows all of the actions you can take during battle. It can definitely come in handy. Well, if you can remember all that, you shouldn’t have any trouble taking down a mark or two on your own.

I’d say you’re ready to hunt that mark for me. Oh, you’ll be needing this to leave the city. Just show it to the watch at the gate.

Marks are monsters that a petitioner posts a bill to have hunted. Successfully hunting marks will earn you a small bounty. See that notice board over on the wall? That’s where you can go to see what bills have been posted. It all starts there. But just looking at the bill isn’t enough. You have to go talk to the petitioner and accept the hunt before setting out. The bill will always tell you where to find the petitioner. Once you’ve accepted the hunt, you’re ready to track down the mark using the information given to you by the petitioner. If you’re able to defeat the mark, report back to the petitioner. That completes the hunt, and you should receive your bounty. Simple, right? The best way to learn is by doing. Hunt a few marks on your own and you’ll have it down in no time.

Each and every battle-related ability has a license that entitles you to use it. Say you want to cast the white magick “Cure.” You have to obtain the license for it first. The same is true of equipment. Even the most devastating weapon won’t do you any good if you don’t have the license to equip it. The licenses you have determine how you can fight, so think before you choose.

Barkeep (woman leaning against wall by door): Have you seen how many guards they’ve stationed in the Southern Plaza? I suppose it makes sense… That is where the city gates are. If you find yourself by Migelo’s, you should take a look. Not every day you see that many Imperials in one place.

Barkeep (man standing near foot of stairs): I heard you could still leave the city through the east gate, but when I tried to pass, I was turned away. Turns out they’re only letting through people on business for the fete. Would it kill them to bend the rules? I hope they didn’t hear that…

Barkeep (woman pacing second floor): I’m sorry, but the balcony is reserved for members of the Imperial watch. Or so they’ve decided, at least. They’re nothing more than two-bit sellswords, if you ask me.

Finishing Up

The Garamsythe Waterway

(A young man with a dagger confronts a few unnervingly large rats in what looks to be some kind of sewer, a cavernous room with water running down the walls and pooling along most of the floor. A younger kid yells down to him from a higher level.)

Kytes: Vaan! Hurry it up or they’ll find us!

Vaan: I know, I know! Just a little more. You keep an eye out for me up there, Kytes.

(Kytes runs off, presumably to return to his position as lookout.)

Vaan: One… two… three more. Right. Time to clean house.

[After defeating the rats…]

(Kytes reappears as Vaan makes his way up from the watery lower floor.)

Kytes: Wow, Vaan. You got ‘em all yourself? Guess I know who to call when something big comes along!

Vaan: Hey, it’s good practice for the desert. I’m ready for anything now. That’s enough for today. You should get back to Migelo’s place, Kytes. Aren’t you running errands for him?

Kytes: Oops! Heh. Totally forgot. You should come, Vaan. He’s busy today. Might have some work for you to do, too.

Vaan: I got other “work” to do. Hey, lock this place up for me, will you? If Migelo finds out we’ve been down here, he’ll tan our hides.
