Bhujerban (man leaning against counter): Have you come to book passage on an airship, friend? Each counter serves a different destination. Pay your fare there. If a given counter is empty, that route is not currently in service, but give it some time and it should open again.

Rabanastran (boy in blue by westgate): Hey, Vaan. Penelo’s with you now, right? Phew! What a relief! I know we can count on you to keep her safe, no matter what happens!
Rabanastran (kid walking on south side of fountain): I was so worried about Penelo, I couldn’t even work. But thanks to you, everything’s back to normal again! Heh, heh.
Rabanastran (boy squatting against the wall by East End exit): I heard all about how you saved Penelo, Vaan. You’re practically a hero!
East End
Bucco: What’s that? Penelo’s with you? Phew! I guess all that talk about her bein’ kidnapped was just talk. I was worried for nothin’.
Migelo’s Sundries
Rabanastran (woman in pink and blue headscarf and top): I’ve heard the Imperial Fleet was gathering near Bhujerba. Do you think they were spying on Dorstonis?
Rabanastran (man talking to red bangaa): Migelo had been sulking about for a while, but he finally seems to have cheered up. Not sure why, but I’m not complaining.
Migelo: Ah, Penelo! You’re all right! Those sky pirates got you tangled up in some nasty business. [Penelo looks as though she has something to say; the scene fades out and back in] What!? Don’t tell me you’re off running about with those sky pirates, too! Vaan I can understand, but you, Penelo? …Ah, I see. I suppose I have been a bit over protective of you. It’s time you made your own decisions, your own mistakes. Do as you feel you must. Whatever trouble you might get yourselves into will only make you stronger, I’m sure. Yes, yes. [Vaan and Penelo look overjoyed] When you want to come back, you’ve only – No, no, you go about your adventures until you decide for yourselves it’s time. And until then, don’t worry yourselves about the shop or any of your friends. Just leave all that to Migelo, you hear? Now that that’s decided, we should get down to business. If you’ll be traveling, you’ll be needing sundries, yes? Well, sundries we have!
Migelo (x2): Keeping busy, are you, Vaan? You needn’t worry yourself about the store. I won’t be closing just because you aren’t around. No, there are plenty of other hard-working youths to pick up your slack. Off with you now! We’ll be here when you get back.

Sotted Imperial: What’re you starin’ at? Come to have a good laugh, have you? Blast that rumor… The whole bloomin’ town’s talkin’ about it… But they’ve got it all wrong. I was given orders to stand watch at this shop. That’s why I don’t get over to the Sandsea as much as before, right?

Tavernmaster: That Imperial’s finally left the place… and good riddance! Can finally get some peace ‘round here. That’s what people come to the Sandsea for!

Barkeep (woman on balcony): We won’t be seeing those Imperials around here anymore. The Consul’s implemented a new policy to see the watch behave as they’re meant to. I don’t think any policy will help that one Imperial, though. I hear he’s off hiding somewhere, in his cups as usual.

Batahn’s Technicks

Rabanastran (woman speaking with red bangaa): The parade was wonderful, don’t you think? Just hearing the Consul speak, you could tell he’s a man of power and influence.

Rabanastran (woman in blue, red, and pink speaking with moogle): I hear you hunted down the Rogue Tomato and even made it over to the clan hall. Coming along fast, kid.

The Sandsea

Rabanastran/Gatsly: I’m at my wit’s end. If that shipment doesn’t get through… I don’t know what I’ll do. There has to be a hunter out there who’ll do it…

Rabanastran (man sitting at table with woman): I saw you lookin’ at the notice board a while back. How did your hunt go? Well, I’m glad to hear it! You started your next hunt yet? Let me know how it turns out!

Barkeep (woman in white standing by notice board): Never hurts to keep a close eye on the notice board. At worst, you can look over your current hunts, and at best, you may find a new one!

Tavernmaster: How are things with you, Vaan? With all the food and drink orders for the fete, I can’t complain, heh heh.

Tomaj: Ah, Vaan! Defeated that Rogue Tomato, did you? I was worried you might not be ready just yet, but you did a fine job of it! Here. Your bounty for completing the hunt.

Did you ever notice a bangaa standing watch in front of a building in the North End? It might be worth your time to pay him a visit. Show him the clan primer I gave you. He'll let you inside. Rabanastran (black bangaa at bar with Tomaj): ‘Course I didn’t watch the parade. What’s the point in watchin’ the Imperials march about, proud as they please?

Barkeep (man in brown shorts near foot of stairs): Now that the gates are open again, I went to collect some goods, but I, uh, encountered a slight difficulty. Entirely my own fault. I was supposed to go to Giza Plains, but I left by the east gate instead of the south gate. (sigh) What a waste of time.

Sotted Imperial: Just who do you think you are? The balcony is reserved for the Imperial watch. You can toast the new consul from downstairs, boy.

Rabanastran (woman in blue, yellow, and white): I’m studying magick so I can protect myself, if I must. It’s not that I don’t trust the new consul, but we each have a duty to keep our city safe.

Lively Bangaa: We’re talking about this new consul. He seems a not-so-bad fellow, well-informed and capable.

Rabanastran (man browsing curio): The Consul has gotten off on the right foot. I’ve high expectations of him.

Imperial/Sherral: Fortunately, His Excellency the Consul has arrived without incident. Naturally, I kept up my weapons inspection throughout the ceremony. A moment of weakness or indiscretion can undo a lifetime’s work. History’s replete with examples of such. Our duty is to enforce the law unerringly.

Migelo’s Sundries

Rabanastran (woman in pink with headscarf): Don’t the Imperials have better things to spend money on than parades? How about putting some meat in our stewpots for starters?

Rabanastran (woman in pink, green, and tan): Migelo was really groveling at the ceremony. Embarrassing it was, yes, but you get the feeling he was only doing what he had to do. There are times to wear your pride, and there are times to swallow it. The trick is recognizing which is which.

Penelo: Migelo’s out getting ready for the fete. Do you think he’ll really call the new consul by his first name? I think he’d sooner die.

Rabanastran (orange seeq): Hrmph. This consul sounds a mite better than the last. ‘Course, I won’t believe it till I see it.

Rabanastran (man speaking with bangaa): Let’s see, what is it you’ve got bubbling away in that head of yours… Maybe you’re planning to sneak into the fete tonight, eh? Ha ha! Of course you aren’t! Even you wouldn’t do something as foolhardy as that.

Vaan: There you are, Kytes. Stop loafing around!
Kytes: Look, Vaan, look! This is it! This is why Migelo’s courier didn’t get here on time!

Vaan: “Creature spotted in the Estersand.” What is that thing?

Tomaj: Ah, Vaan. Migelo send you, too, did he? He’s a busy man these days, that Migelo, if I dare say so myself. I don’t envy him the work, though. Not a bit. Quite an affair, throwing a banquet to welcome the Imperials, eh?
Vaan: Welcoming? We should be – ah, whatever. Say, Tomaj, what’s this?

Tomaj: Ah, don’t remind me. Got some nastiness out there in the Estersand what’s stopping our couriers… and that means shortages all around. Thought I’d put up a bill… offer a reward to anyone who can knock that nasty back in its place.

Vaan: Now that’s work. Sounds ten times better than running errands for Migelo.

Kytes: That’s right! Vaan, you should give it a shot!

Vaan: And you should be getting back to Migelo. Now, Kytes. He was waiting for you.

Kytes: Oh! Right, right.



Tomaj: So here’s how it works. People post bills here on the notice board when they have a monster they need taken care of. Headhunters track people, right? Well, hunters track monsters. The monster you’re hunting is called your mark. Here’s the bill I posted for the Rogue Tomato, the mark I’ve petitioned to have hunted. Do you want to hear all the details?
>Yeah, that would help.
Let’s start with accepting hunts. You can’t just take a look at the board, then go running off to hunt the mark. You’ll miss out on the bounty. You gotta talk to the person who posted the bill - the petitioner - first. Let him know you’re going on the hunt. So, take this Rogue Tomato bill, for example. I posted it, so I’m the petitioner. You have to come talk to me. Let’s call that step “done,” okay? Once your agreement’s in place, the petitioner will tell you how to find the mark. Then you hunt it, report back, and claim the bounty. Oh, and I’ll give you something to help keep track of your hunts: a clan primer. Use it to refresh your memory about hunts you’ve accepted.

Hmm, looks like you can’t equip that yet. Know why? You don’t have the license for it. Think of licenses as mile posts, marking your progress as your combat skills improve. Swords, bows, black magicks, white magicks… none of it does you a lick of good until you have the license to use it. Same goes for that armlet. Tomaj, how can I equip this great treasure you’ve bestowed on me, you ask? Easy: learn by doing. Let’s give it a try.

You can acquire a new license anytime you like from the Party Menu. First, decide whose licenses you want to examine. I don’t see anyone else here, so it looks like that means you, Vaan

This is the license board. The license board shows which licenses you already have, as well as some new ones waiting to be obtained. Licenses you’ve acquired are marked with a star.

Looks like right now you can equip Leather Clothing, Leather Caps, and Mythril Swords, and you have the technick to Steal from your foes. Heh, still a little wet behind the ears. We all have to start somewhere, though. The more licenses you have, the more equipment you’ll be able to use, and the more abilities you’ll have to choose from.

But a license alone isn’t enough. Did you notice how Mythril Blade was darkened? That’s because you don’t have one in your inventory. You’ll need to buy magicks from a magick shop, and arms from a smithy before you’ll be able to put those licenses to use. It doesn’t matter which you get first, magicks and equipment, or the license to use them, so long as you have both. You can use any magicks and technicks in your possession as soon as you acquire the necessary license. But you’ll have to equip weapons and armor before they’ll do you any good. Got it?

All right, let’s take a look at that number in the top left. These are your license points. You spend these points to acquire new licenses. You can acquire any license that’s next to one you already have, but only if you have enough license points.

Ah, this should do! Why don’t you try obtaining this license now? Select the license and press X. They you’ll have the Accessories 1 license.

Now you shouldn’t have any trouble equipping that orrachea armlet I gave you. Just don’t forget to equip it, okay? You probably noticed already, but when you obtained that license, several new ones appeared on the board.

You don’t have enough license points to obtain any more now, but take down a few monsters and you’ll have the points before you know it. Don’t be in a hurry to spend all your points, though. >Tell me about marks.
Marks are monsters that a petitioner posts a bill to have hunted. Successfully hunting marks will earn you a small bounty. See that notice board over on the wall? That’s where you can go to see what bills have been posted. It all starts there. But just looking at the bill isn’t enough. You have to go talk to the petitioner and accept the hunt before setting out. The bill will always tell you where to find the petitioner. Once you’ve accepted the hunt, you’re ready to track down the mark using the information given to you by the petitioner. If you’re able to defeat the mark, report back to the petitioner. That completes the hunt, and you should receive your bounty. Simple, right? The best way to learn is by doing. Hunt a few marks on your own and you’ll have it down in no time.

Each and every battle-related ability has a license that entitles you to use it. Say you want to cast the white magick “Cure.” You have to obtain the license for it first. The same is true of equipment. Even the most devastating weapon won’t do you any good if you don’t have the license to equip it. The licenses you have determine how you can fight, so think before you choose.

Barkeep (woman leaning against wall by door): Have you seen how many guards they’ve stationed in the Southern Plaza? I suppose it makes sense… That is where the city gates are. If you find yourself by Migelo’s, you should take a look. Not every day you see that many Imperials in one place.

Barkeep (man standing near foot of stairs): I heard you could still leave the city through the east gate, but when I tried to pass, I was turned away. Turns out they’re only letting through people on business for the fete. Would it kill them to bend the rules? I hope they didn’t hear that…

Barkeep (woman pacing second floor): I’m sorry, but the balcony is reserved for members of the Imperial watch. Or so they’ve decided, at least. They’re nothing more than two-bit sellswords, if you ask me.

Sotted Imperial: Who gave you leave to come up here, boy? The balcony’s reserved for the Imperial watch, you hear?
